What an EPC is
An Energy Performance Certificate rates how energy-efficient a building is, a bit like the energy label on a fridge. It also lists recommendations to improve the rating. In Malta, EPCs are governed by the Energy Performance of Buildings Regulations (S.L. 623.01) and run by the Building and Construction Authority (BCA).
When you need one
- Selling a home: the EPC must be shown to the buyer and handed over at the latest before the promise of sale (konvenju).
- Renting out a home: the same, before the rent agreement is signed.
- Building a new home: a design EPC is needed for the planning application, and new homes sold on plan need a design EPC for buyers.
- Short lets: under the 2026 Tourism Accommodation Regulations, the EPC must be displayed inside. See our short-let rules guide.
If the owner doesn't provide one, the buyer or tenant can get one done and recover the cost.
How long it lasts and what it costs
An EPC for a home is valid for 10 years, unless major renovation changes the building's energy performance. Assessors set their own fees, and each certificate carries a €75 registration fee with the BCA.
Is it enforced?
The rules include fines, but in July 2026 the National Audit Office found that breaches were largely going unchecked. Don't rely on that: banks, notaries, the MTA and grant schemes increasingly ask for an EPC, and a missing one can hold up a sale.
Renovations that improve your rating
- Roof insulation, often the biggest win on a top-floor or a house. See roof waterproofing.
- Double glazing and better-sealed apertures
- Efficient heat pumps for air-conditioning and water heating
- Solar panels (PV) and solar water heaters
- LED lighting throughout
Grants such as Irrinova Darek and the REWS schemes have helped pay for these. See our guide to renovation grants.
How we help
If you're renovating before a sale or a let, we plan the works that lift the rating most for the money, coordinate the trades, and make sure everything's done before the assessor visits.
This guide is general information, not legal advice. For your property, speak to a BCA-registered EPC assessor.
