At a glance
- Shell form = structure only: no plaster, screeds, services or finishes
- Typical finishing time: 3–6 months for an apartment, depending on size and spec
- Changing the internal layout may need a DNO from the Planning Authority
- Use licensed contractors (S.L. 623.09) and keep all invoices
- Decide on kitchen, bathrooms and lighting before first fix
What "shell form" means
A shell-form apartment comes with the structure, the walls and usually the external apertures, but nothing else: no plaster, no screeds, no electrics or plumbing, no bathrooms or kitchen. "Semi-finished" usually adds plastering, screeds and sometimes services. Always check exactly what your contract includes.
The order of works
- Plan and design. Final layout, kitchen and bathroom design, lighting and socket plan, air-conditioning positions. If you're moving walls, check whether you need a DNO.
- First fix services. Electrical conduits, plumbing and drainage, air-conditioning pipework, data cabling.
- Plastering of walls and ceilings, or gypsum works and false ceilings.
- Screeds and underfloor insulation, then waterproofing in bathrooms and on terraces.
- Tiling and flooring, including bathroom walls.
- Joinery and apertures: internal doors, wardrobes, kitchen.
- Second fix: sockets, switches, lights, sanitaryware, taps, AC units.
- Painting and final touches.
- Post-construction cleaning and snagging.
Decisions to make early
- Kitchen layout and appliances, because they set where the plumbing, power and extraction go.
- Bathroom fittings: wall-hung toilets and concealed cisterns need frames in place before tiling.
- Lighting plan: false-ceiling spotlights and LED strips need wiring at first fix.
- Air-conditioning: unit positions and pipe runs, and where outdoor units can legally go in your block.
- Flooring: tiles, microcement or wood all need different screed levels.
Changing your mind after first fix means breaking out finished work, which is where budgets go wrong.
Paperwork
- Use licensed contractors where the works need one. See our contractor checklist.
- Keep every invoice and receipt. You may need them for grants, and they matter when you sell.
- If you'll rent the apartment out or sell it, you'll need an EPC.

Frequently asked questions
How long does it take to finish a shell-form apartment in Malta?
Typically three to six months for an apartment, depending on its size, the finish level and how quickly decisions are made.
What's the difference between shell form and semi-finished?
Shell form is the structure only. Semi-finished usually adds plastering, screeds and sometimes services. Check your contract, as definitions vary.
Do I need a permit to change the layout of my apartment?
Many internal alterations can go through a DNO rather than a full permit, as long as you're not adding units or floor space. Your perit will confirm.
